Rick Deckard takes a contract on six Nexus-6 androids who killed their owners off-world and came back to a San Francisco emptied by fallout, where keeping a live animal is the last mark of standing and the sheep on his roof is electric. Between retirements he dials his moods on a console and grips the handles of an empathy box that fuses him with the suffering of Wilbur Mercer, the one thing the androids cannot counterfeit. Dick's fullest working of his standing question about what test separates a person from a machine, and what administering it costs the tester.
