A San Francisco glass tower opens with a dedication party on the hundred and thirty-fifth floor while a fire started by undersized wiring works its way up the service shafts. The architect who designed it and the battalion chief who has to fight it argue over an evacuation nobody wants to order. Two studios pooled rights to competing novels rather than compete, and ran the disaster cycle to its peak.
