The Republic of Wine
A special investigator is sent to Liquorland to look into a report that the officials there are eating braised infants, and is drunk before he has got near the mine he came to inspect. His case is interleaved with letters between a doctoral candidate in liquor studies and a writer called Mo Yan, and with the candidate's own stories, which keep supplying the investigation with details nobody asked for. The most formally reckless thing its author wrote, and the one where the satire of official appetite is least disguised.
