A Jewish barber comes out of a veterans' hospital with no memory of the twenty years since the last war and reopens his shop in a ghetto now patrolled by storm troopers, unaware that he is the exact double of Tomainia's leader, who waltzes with an inflatable globe. Chaplin gives the dictator a gibberish German that needs no subtitles. Made while the United States was still neutral and he was being urged to drop it.
