An officer with no vices is ordered to solve the assault problem in the Amazon garrisons by organising a discreet corps of prostitutes, and he brings staff-college rigour to it: timetables, ration tables, a launch, a flag and an anthem. Requisition forms, radio sermons and night-time dispatches carry most of the story. Bureaucratic prose turned into a comic weapon.
