The Birds

Two Athenians sick of lawsuits go looking for the hoopoe who was once the man Tereus, meaning to ask a bird where a quieter city might be found. What they talk the birds into building instead is a walled town in mid-air that can cut off the smoke of sacrifices and starve the gods into terms. The longest and most inventive of the surviving comedies, and the one that reads least as topical satire and most as a fable about founding a state.
